Abdulrahman bin Omair Al Nuaimi
Biography
Abd al-Rahman al-Nuaimi was born in 1954 in Qatar and has been a board member of the Qatar Islamic Bank and a history professor at Qatar University until 2009. He is the co-founder of the Alkarama human rights NGO in Geneva and remained its president until his resignation in 2014 after being accused, in 2013, of being a Specially Designated Global Terrorist by the U.S. Department of the Treasury. The designation described him as “a Qatar-based terrorist financier and facilitator who has provided money and material support and conveyed communications to al-Qa'ida and its affiliates in Syria, Iraq, Somalia and Yemen for more than a decade.”
This designation was followed by similar designations by the United Nations Security Council and led other countries such as the UK, Turkey, and the European Union to freeze al-Nuami’s assets and to ban him from travel.
Al-Nuaimi has been accused of being “one of the world’s most prolific terrorist financiers” and is seen as the new Osama Bin Laden and the Qatari “virus” aiming to destroy the Arab world. Gulf News reported that al-Nuaimi was “promoting Muslim Brotherhood ideals” and encouraged the Qatari Consultative Council to oppose co-education at the Qatar University.
According to the U.S. Department of the Treasury, al-Nuaimi “reportedly oversaw the transfer of over $2 million per month to Al-Qaeda in Iraq for a period of time” and served as an interlocutor between Al-Qaeda leaders in Iraq and Qatar-based donors. They also accuse him of funneling nearly $600,000 to Al-Qaeda via Al-Qaeda’s representative in Syria, Abdu-Khalid al-Suri and intending to transfer $50,000 more. The US treasury reported also that, in 2012, al-Nuaimi “provided approximately $250,000 to two U.S.-designated al-Shabaab figures, Mukhtar Robow and Sheikh Hassan Aweys Ali” and that in the same year, he also “provided financial support to a charity headed by Yemen-based Abd al-Wahhab Muhammad 'Abd al-Rahman al-Humayqani, who channeled funding to Al-Qaeda in the Arabian Peninsula.”
Al-Nuaimi is also a founding member of the Sheikh Eid bin Mohammad Al Thani Charitable Association, a charitable organisation close to Qatari government institutions. Despite their charity activities, this association (often referred to as Eid Charity) has partnered with Madid Ahl al-Sham, cited by al-Nusra Front as one of the preferred conduits for donations intended for the Salafi-jihadist organisation, which has pledged loyalty to al-Qaeda leader Ayman al-Zawahiri.

Evidence of Hate Speech/Incitement:
January 2017: Al Nuaimi stated on Twitter “the West used to accuse us of terrorism, now the new accusation is Islamic extremism, consequently, wait for their agents to trigger a war against Islam”.
July 2013: In another tweet following the ouster of the Islamist President Muhammed Morsi from power in Egypt, A Nuaimi stated“Armies in Muslim lands are the protectors of Western interests, and what happened in Egypt proves it.”
